HOS Update: Reform Proposal Sent to White House Office of Management & Budget


On Friday, March 29, Transportation Secretary Elaine Chao announced that the Department of Transportation has sent its Notice of Proposed Rulemaking to reform the hours-of-service rules to the White House Office of Management and Budget.

The contents of the proposal are not yet public, but this is the next step in an important process. Last summer, the Federal Motor Carrier Safety Administration published an Advanced Notice of Proposed Rulemaking seeking information about how the current HOS rules work and what changes could be made to improve them.

Sending the NPRM to the White House for its review is the next step in the process. Following the OMB review – which can take several months – FMCSA will publish the NPRM and seek further public comment on potential changes.
